if the license is from the City of Seattle call the Seattle Animal Shelter at (206) 386-7387 and ask to be transferred to Pet Licensing. if anything, they can check to see if the license is recent. they won’t give out the contact information but if no one responds via CDN you can take her to the shelter (open 12-6PM – 7 days a week) and they will proceed with contacting the owner.
