1. I saw this dog when I was out with my dog around 10am on Columbia and 26th. He would come toward us but then whine and run away. I followed him a bit and called animal control. They said they had no reports about him missing. I saw him again around 4pm still wandering around but he kept going into a backyard that I was hoping belonged to him.
