Where was the light at 23rd and E. Union?

I noticed that for most of Saturday afternoon the Seattle Police had to direct traffic at 23rd and E. Union and am curious, why.

There was a scheduled power outage on my block (24th between E. Pike and E. Pine) and maybe additional blocks all day today (Saturday) – City Light was doing some big project. I assume it power outage was related to that. Metro was using buses instead of trolleys on E. Union.

Sometimes Metro runs the diesel on weekends due to construction along the line.
