A quick Google search shows that the Spruce Street Inn is indeed a juvenile services facility, formally called a “Secure Crisis Residential Center” and funded by the Becca Bill. On their web page they described themselves as “A community resource for runaway or street youth between the ages of 12 and 17.”. See more at http://sprucestreetscrc.tripod.com/.
