Update:
officer on the scene has determined that the weapon used had to be a .17 or .22 caliber rifle from the distances involved. Resident of the apartment is telling officers that a man on the 4th floor of the building has been shooting his BB gun at people for several days. Traffic is being blocked in the area.

The man has dropped his rifle off of the balcony and is coming out of the window. He is in custody and the apartment has been cleared. They are reopening the streets and checking to see if any officers have been injured.

Several shots fires behind Starbucks, group of teens shooting at a vehicle. They ran behind the pharmacy towards the Red Apple.
Update:
suspects are Eastbound on Jackson, three black males, white striped jacket. Shell casings found and officers determined that shots were fired Southbound toward 23rd Ave hitting the WaMu, no victims have been located.
Update x2:
A Cadillac was somehow involved in the shooting. It fled Southbound. Police have located the empty vehicle in front of the residence where its registered and have the driver detained and several more exiting the home.
Update x3:
Bullet holes have been found in one of the car's windows.
