A quiet Monday so far... too quiet?

1:41PM - 23rd & E. Spring - Narcotics Activity - Man standing on the corner for last 3 hours, exchanging items from his pocket and bag with passersby
4:12PM - 1410 E. John - Shoplifting - Male in custody at Safeway
4:20PM - 500 Belmont Ave E. - Burglary - Callers hears people inside an abandoned house, and a male is screaming inside
4:30PM - 23rd & E. Cherry - Suspicious Circumstance - Man thinks he sees the suspect from an earlier car prowl standing in front of the AM/PM
5:11PM - 1700 11th Ave - Threat - Man threatened to have his nephew assault the complainant at Cal Anderson Park
6:02PM - 1533 13th Ave - Disturbance - Intoxicated man harassing staff and customers at the Cuff
6:06PM - 12th S. & S. Weller - Medical Event - Man having a seizure in the middle of the street
6:19PM - 1120 Cherry St. - Disturbance - Woman in custody with Swedish security after trying to impersonate staff members
6:27PM - 401 24th Ave E. - Narcotics Activity - Caller suspects dealing from a vehicle near the park
7:23PM - 325 9th Ave - Theft - Harborview caught two women going through a patient's personal effects in their hospital room. Evidently repeat offenders
7:27PM - 23rd & E. James - Weapons Call - Intoxicated man is swinging a butcher knife around
7:47PM - 26th S. & S. Jackson - Narcotics Activity - Group of males and females smoking the drugs
9:29PM - 1401 S. Lane - Shoplifting - Adult male in custody at Goodwill

High speed chase?
Hey - on Rainier Ave. S (just past Dearborn) - at around 3:15, 3:20 - six patrol cars went careening past after a grey sedan (?) - high speed chase? What's that about??

There was a "help the officer" call at Rainier & MLK, but it was never announced what it was about

Video
A lone officer did a jaywalking stop that went south fast, got surrounded, and punched a bystander in the face after a brief scuffle.

Here's a video of what the assist officer was all about.

Leaving aside for a moment the bad behavior of those in the video, what is it with jaywalking in Seattle? Everywhere else I've lived, it's just a minor infraction, not cause to arrest or even detain people. Aren't there enough real crimes to deal with? Or am I missing something about jaywalking being some gateway crime that leads to more dangerous activities?
