a guy shoots a gun at a public event and gets let out early. intentional or not, does anybody else find this a bit appalling?

This is a state were you have to get "convicted" of auto theft seven times to spend one day in jail. it's clear this dimwit needs medical care but come on.
so does Mayor Mcheese.
